A delegation of senior government officers visited STU Tuan Giao

On October 18th, 2015, CFRC welcomed a delegation of senior government officers from State Bank of Vietnam, Ministry of Planning and Investment, Ministry of Internal Affairs, Ministry of Foreign Affairs, Dien Bien Branch of State Bank, Vietnam Women’s Union and Vietnam Microfinance Working Group to STU Tuan Giao.

One of the main shortcomings of microfinance in Vietnam is the lack of a legal framework. In order to support the development of the sector, the Prime Minister issued a strategy paper in 2012 and set up a Microfinance Task Force in March 2014. The visit to STU Tuan Giao in October 2015 was an effort of the Task Force to understand the operation of different microfinance models in Dien Bien province.

The delegation observed transactions between STU and members, attended a center meeting and visited some STU’s members. CFRC also explained in details its operation and results to the delegates.


After observing a microfinance operation directly, Mr. Ha Van Tu, Director of SBV Branch in Dien Bien province, said: “Before this trip, I as well as my subordinates did not understand microfinance. But now, my perception of microfinance has changed. My three most favorite things about STU are: Willingness – female members are willing to join the program, Promptness – members repay on time, and Outreach – the program supports not only low-income women but also women living with HIV or having drug addicts as family members. I think the STU program is professional and well-managed. There is a mutual assistance among members. I promise that I will support microfinance operations in Dien Bien province.”


By the end of the visit, the Deputy Governor of SBV, Mr. Nguyen Phuoc Thanh concluded: In such a short time I was able to witness the impacts the project has on its members. I am very impressed that the project can deliver useful services in a very difficult mountainous area. STU is a very effective program. It has a huge humanity value”.
